Yeah, when you learn the origin of PP and its ties to Eugenics,

There are levels to that though. I think True Eugenics was about breeding better humans rather than having anything to do with population control.

Most stable, fairly rich countries have dropping populations naturally
since we see a benefit in not having a lot of children where 3rd world countries want to have a lot of children since there's a fair chance a
number of them will die young, and they need at least some kids to
survive long enough to take care of them in their old age.

So, the richer countries might be more likely to want to have some
version of 'perfect' children, even if that just means more
resistant to illness since, again, they don't have enough 'spares'
should they somehow lose the one or two children they usually have..

Of course the down side is, if population drops the system can't
afford to support people after retirement, or the whole system, so
they have to let in a number of immigrants to shore up the numbers
which would sort of work against the plan to breed 'perfect' people
unless you also control who people marry..

Most people forget that nature has a tendency to correct anything
that gets out of control. You can call it 'the strong survive'
if you like (and there's some merit to that) but quite often a
species that is dying out survives due to birth 'defects' that
create a new modified generation that is better able to survive..

Remember, forget evolving from (a version of) apes, go back
enough millions of years and before the apes we came from
some verion of sea life and long enough before that, we were
not much better than amoeba..
