ircd: speed up FileServ browsing and honor current location in LIST
Cache the configured user-transfer directory, including its absence, so special-directory checks do not repeatedly rebuild the native file-area object. Use numeric directory IDs for native access checks, skip libraries already found accessible, and apply directory listing filters before evaluating access.
Make bare LIST and LIST . browse the current DCC location while retaining explicit directory listings and keeping navigation confined to DCC chat. Update command help and documentation and cover the behavior with native API and real DCC tests.
Validation: 41 unit checks, 5 native fixture checks, and the full FileServ network suite passed. With 500 directories, LIBS catalogue processing fell from about 83 seconds to 55 milliseconds.
