    Add support for [semfile:...] sections for binkit

    The section holds a filename wildcard, and the section contains
    a SemFile key specifying the semaphore file to touch:

    [semfile:cl??????.bd?]
    SemFile = /sbbs/ctrl/clansibbs.now
