Each user runs an HTTP server. On the server he stores all his posts that he has made.

Its called Synchronet.. Already has that for HTTP... Even a Telnet Port via HTTP and the ability to create account, login and see the forums.

yeah but he is talking about users, not sysops. i dont think users should ha to run a server on the internet and be subjected to more attacks then they usually are just for whatever idea he has. and i think it's a poorly thought out idea.Thinkg about Bitcoin; it works like that. :)
